Gujarat Climate Action Tracker

​​​​​​​The Gujarat Climate Action Tracker (GCAT) a pioneering initiative by the Climate Change Department and GEDA in technical partnership with Vasudha Foundation, aimed at strengthening climate action and accountability across the state. The GCAT dashboard is one stop portal for all information pertaining to district level Greenhouse Gas (GHG) emissions inventory, climate variability and decarbonization plans for all the districts of Gujarat. The GCAT is a first of its kind initiative in India which enables district-level climate action planning, setting a benchmark for other states.

The GCAT dashboard aligns with Hon’ble Prime Minister's vision on Mission LiFE, Panchamrit commitments, and India’s Net Zero goals. It adopts a bottom-up approach to climate action planning with focus on district-specific decarbonisation roadmaps that will inform state level decarbonisation strategies. The dashboard aims to support policymakers and key stakeholders in formulating Gujarat's Net-Zero Roadmap, facilitating data-driven policymaking, and advancing localised climate action strategies.​​​​​​​

This interactive platform allows policymakers, relevant departments, industries, clean energy investors, energy modellers, academia and research groups to monitor emission trends, track mitigation and adaptation efforts, access district-level climate variability and vulnerabilities. By empowering stakeholders with actionable insights, Gujarat is charting a path towards sustainable, low carbon, and climate-smart development.​​​​​​​

Climate Change Department

The Government of Gujarat is committed to building a sustainable and climate resilient future for the people of Gujarat, at the highest level of administration. The Government of Gujarat has demonstrated leadership across Asia by establishing the first ever Climate Change Department at the sub-national level. In 2009, under the leadership of the then Chief Minister Shri Narendra Modi, the Government of Gujarat established the Climate Change Department with the vision of promoting a sustainable and climate-resilient future. The Climate Change Department acts as a vital link both within government bodies and between the government and society to effectively address climate change challenges. Gujarat is the first and only State in India, the first in Asia and fourth in the world to form an independent department for Climate Change.


Gujarat Energy Development Agency

The Gujarat Energy Development Agency (GEDA) is registered under Societies Registration Act and established in the year 1979. GEDA has been working under administrative control of the Climate Change Department since 2009. 

GEDA is the state nodal agency for the Ministry of New and Renewable Energy Sources (MNRE) in Gujarat and is also the State Designated Agency for the Bureau of Energy Efficiency (BEE). GEDA works towards the development of long-term renewable energy policy in the state, and furthering the implementation of the Sustainable Development Goals, while focusing on making RE solutions scalable and economically viable. GEDA has played a crucial role in Gujarat’s leadership in clean energy transition and climate change mitigation efforts.


Vasudha Foundation

Vasudha Foundation is one of the prominent CSO/think tanks with the mission to conserve Vasudha through innovative approaches that can ensure a sustainable and inclusive future for India and Mother Earth. Established in 2010, Vasudha’s approach is largely data driven analysis, creation of data repositories with cross sectoral analysis, along with outreach to ensure resource conservation with the ultimate objective of conserving Mother Earth. Its mission is to promote environment-friendly, socially just and sustainable models of energy by focusing on renewable energy, energy-efficient technologies and lifestyle solutions. Vasudha Foundation engages with various organisations and agencies at both the national and state levels and has forged many active partnerships.

Vistaar Digital, founded in 2014, is a digital transformation firm committed to enabling purpose-driven organizations through innovative, scalable, and data-centric technology solutions. With expertise spanning AI-driven analytics, mobile and web platforms, and digital engagement tools, Vistaar supports organizations working towards sustainable development, public health, and environmental advocacy. Vistaar has worked with key government and private sector stakeholders, including NITI Aayog, Kerala State Government, and leading pharmaceutical companies such as Abbott Healthcare, Cipla, and Ajanta Pharma.
